What the Bible says about Satan as Deceiver
(From Forerunner Commentary)

Exodus 32:2

Groups of people create a spirit that tends to pull its members along with it. "Birds of a feather flock together." It is a form of mob psychology. A milder form of this process motivates people to conform to certain current fashions, music, foods, dress, or whatever. A modern cliché speaks of "going with the flow," which urges the individual not to resist the power or the direction of the spirit of an event but choose to yield to it. "Don't resist it. Go right along with it."

The person's choice should depend on its direction, but far too many yield to what is popular or what feels good at the moment rather than what is right. Sometimes, we have to resist the spirit, the flow, or the power of an event. Adolf Hitler used large crowds, martial music, aggressive speaking, and dramatic lighting to create a spirit, which enabled him to win the hearts of so many Germans that virtually the entire nation walked in lock-step with that spirit.

In a simpler and less serious fashion, advertising follows the same course, but advertisers try to create an aura about the product. They create a spirit to energize people to purchase their product. Restauranteurs create ambience—from the music to the décor to the lighting to the attire of the waitresses—to produce the kind of spirit that puts diners into a mood to spend their money on often overpriced food and enjoy the experience. This is how the Bible often uses the word "spirit."

I Corinthians 2 explains that the human mind has a spiritual dimension that imparts or empowers individuals with the understanding of the physical and material, which is woefully insufficient in dealing with the things of the spirit realm. This happens largely because humanity has been deceived. Revelation 12:9 says, "So the great dragon was cast out, that serpent of old, called the Devil and Satan, who deceives the whole world." We most often think Satan deceives the world through "misinformation." He does, but there is also a spiritual dimension to it that makes it nearly impossible for people to resist.

Humans are intelligent enough to sort out fact from fiction. But what if they are given truth but do not have the mind that inclines, compels, or motivates them to accept it? They will not accept it. Does not God have to lead those He calls to repentance before they will accept His Word (Romans 2:4)? Does this not suggest that He works in a way to make their minds willing to accept truth? Absolutely.

Leviticus 16:21-22

Scripture plainly teaches that Christ bears our sins (Isaiah 53:4, 11-12; I Peter 2:24; Hebrews 9:28). Yet, we introduce grave error if we gloss over either the Bible's general teaching on sin or whose sins, in particular, are atoned for in Leviticus 16.

One error lies in blaming Satan for the sins of humanity, then interpreting the azazel to represent Satan bearing mankind's sins. Apocryphal tradition holds that all sin should be ascribed to a fallen angel named Azazel, and even today it is commonly taught that the real cause—the actual author—of human sin is Satan. However, the Word of God shows that this is not true.

There is no question that Satan deceives (Revelation 12:9). He broadcasts his attitudes, and we all have tuned in to them. Ephesians 2:2 establishes that an evil spirit influence is at work in the world today. John declares that “the whole world lies under [his] sway” (I John 5:19).

However, “there is a spirit in man” that is the basis of mankind's reason and free moral agency (Job 32:8; I Corinthians 2:11). This biblically revealed truth means that, while a malignant spirit can affect the spirit in man, it does not force a person to act. This outside spirit gives people terrible information on which to base their decisions, but God says they have enough evidence of His power and divine nature to make them without excuse (Romans 1:20).

The ancient Israelites did not have God's Spirit, yet He still set life and death before them, commanding them to choose (see Deuteronomy 30:15-20). They had only the spirit in man, but the power to choose was still theirs. Earlier, God had warned Israel, “Take heed to yourselves, lest your heart be deceived, and you turn aside and serve other gods and worship them” (Deuteronomy 11:16; emphasis ours). God's admonition shows that if they allowed themselves to be deceived, it was due to their not “tak[ing] heed.” They could blame only themselves. Satan exerts influence, sometimes powerfully, but the responsibility to choose life still belongs to the individual.

When we sin, it is not because Satan authors it. James 1:14 says that we sin when we are drawn away by our desires, which give birth to sin (verse 15). We sin because our hearts are not yet like God's heart, which cannot be tempted. The core problem is not what Satan does—though it is certainly problematic—but the desperately evil human heart (Jeremiah 17:9). The solution is a new, spiritual heart like Christ's (Ezekiel 36:26).

The common view of Leviticus 16 holds that the goat being led away and released is a type of what happens to Satan. However, neither Satan's binding (at the beginning of the Millennium; Revelation 20:1-3) nor his being cast into the Lake of Fire (sometime after the Millennium; Revelation 20:10) corresponds with the azazel being set free. While not every symbol will necessarily match up in a spiritual fulfillment, it is hard to see how these things even begin to match up. The goat is commanded to be released (Leviticus 16:22), while the fallen archangel is confined, restrained, and (later) cast into fire—completely dissimilar actions. In short, there is no scriptural support for Satan fulfilling the part the live goat plays.

Isaiah 59:1-2

Despite the fact that man is separated from God, the Bible says very little about it, mostly because the writers of the Bible assume it to be so since the separation of God and man at the very beginning of the Book (Genesis 3:22-24). Everyone who reads the Bible with any kind of understanding recognizes that man and God are not on the same wavelength. They are estranged from one another. Despite so little being written about the separation, a great deal is written about how the two will be reconciled.

Isaiah 59:1-2 is one of the very few places that actually clearly states why the separation exists: because of man's hostility toward God. Paul states in Romans 8:7 that the carnal mind is enmity, hostile, against God, and that hostility, he writes in Ephesians 2:2, is motivated by "the prince of the power of the air." Satan has deceived all of mankind (Revelation 12:9).

Matthew 13:24-30

As Jesus says, the field is the world, in which He has established His church. The church is not of the world (John 17:14), but within it, just as a farmer may designate a specific plot of his land, separated from the rest, for a particular, unique crop.

However, Satan the Devil has also been at work, sowing his own seeds within the field. Using fragments of God's truth, Satan has founded false religions and counterfeit Christianities that preach distortions of truth. Like the tare that grows masquerading as the wheat, members of these false churches may appear good, pious, and very generous. Worldly Christians may possess a seemingly good heart and act with fine intentions, but when the top layer of goodness is peeled back exposing their core, they reveal deceived hearts lacking understanding or true love.

Further, the world's churches are in constant rebellion against God, refusing to keep His commandments and rejecting the absolute authority of His words. The world's ministers even pervert the Word of God with infusions from such pagan religions as Buddhism, Hinduism, or other mystic or New Age faiths. Through syncretism and false doctrine, these churches accomplish the will of their evil father: deceit and destruction (see John 8:44).

Satan's malignant influence is not felt only within the world. He has planted his own seeds, sowing false brethren and even ministers within the very church of God. However, as Christ reveals in this parable, God permits this intrusion of well-camouflaged counterfeits. Tares in God's church will appear religious and devout, with no obvious warning-flag identifying them to unsuspecting church members.

Mark 7:21-23

It is obvious that He lays the choices—the decisions, the judgments to do these things—not on Satan's shoulders, but on man's—that man should know enough to resist any Satanic impulse to do these things. So, who does God hold responsible for obeying Him? Truly, we learn from Revelation 12:9 that the Devil has deceived the whole world, but when we add these other factors, we find that God holds each person responsible for what he or she has done. He holds Satan responsible for his part, and He holds each person responsible for his or her part. It has to be this way, otherwise what consequence is free moral agency? It would be no consequence at all.

So God, from His position, does not view us as being free from blame because we have been duped by Satan. We can see this in a simple example of God's judgment concerning Adam and Eve. He dispersed a portion of blame to each exactly where it belongs: on all three participants.

This is especially important for us to understand because the Bible is written for those who have made the covenant with God. It is only written indirectly for the world. It is given to those who have had their eyes opened—to those to whom God has revealed Himself. God has put Christians into a position very similar to Adam and Eve's. God revealed Himself to Adam and Eve from the very beginning, and they were in a position where they knew God and could make a choice that others may not have been in the same position to make because they did not have that initial contact with God. However, God has revealed Himself to us, and thus, we are in much the same position as Adam and Eve.

By far, these verses apply to us more directly than they do to anybody in the world. We have to face our responsibility squarely concerning whom we will choose to serve. Will it be the sovereign Lord Creator or Satan, a fallen angel? Who is sovereign in our lives?

2 Thessalonians 2:3-4

A major question about II Thessalonians 2 is the scope of the described events. One interpretation is that it is a localized occurrence, in the sense of it happening just within the “little flock”—the church. A second interpretation is that since “the falling away” contains the definite article, it refers to a unique event in man's history, far greater than anything that has happened before. In contrast, the church has had periods of strength and weakness all throughout its history—it goes through cycles of rallying around truth and then gradually letting it slip. This second, universal interpretation is a better fit because, when we look at the whole passage, the events and personalities are worldwide in scope.

Remember, this falling away sets the stage for the man of sin, who will have tremendous influence over humanity. Paul is not writing about apostasy in a small group of people that will give rise to an international personality, but an event on the world scene that creates the right environment to catapult this figure, backed by the power of Satan, to the heights of power.

Paul, then, is letting the church know that it need not be concerned about missing the end time. The events leading up to the Day of the Lord will be unmistakable to those with eyes to see. What will happen will affect the entire world, even though the world will not grasp the spiritual significance.

A falling away is taking place right now. Whether it turns out to be the falling away remains to be seen. Right now, though, we are witnessing a steady defection from the basic principles of the Bible, away from what we call the Judeo-Christian ethic. This is not brand new, but it is picking up speed. We need to be reminded of it because it can have a detrimental effect on us.

Apostasy is a defection from truth—a forsaking of one spiritual approach in favor of another. In the Old Testament, many of the kings and eventually the whole nation of Israel rebelled against God and chose opposing belief systems. We are seeing the same thing today, but at times, it is harder to recognize because we are accustomed to it, and it is not happening overnight. In the books of Kings and Chronicles, we can read the record of a given king who turned away from God and served the Baals, and the foolishness sounds quick and casual because we are reading a summary. But when a falling away happens around us, perhaps even beginning before we were born, it is easy for our minds to adjust to the point that we almost forget the continuing rebellion against God and His way.

Revelation 20:1-3

The great hope of Christians—and the essence of the gospel message—is that Jesus Christ will return to establish His Kingdom on earth. He will be King of kings and Lord of lords, governing mankind in a way that has never happened before. In addition, He will depose Satan from his current rulership of this world, thus silencing the malignant, unseen influence that has snared the unwary from the time of Eve.

English theologian Richard Baxter wrote, “The devil is always the governor where God's government is rejected,” an observation that speaks to why the world continues to produce such misery. Humanity has spurned God's government from the very beginning, choosing to follow that cruelest of governors.

Conversely, we can glimpse in Baxter's statement why the prophets speak of the Millennium in such extravagant terms. They foretell a time we can hardly imagine now, as we live and work in a spiritually bombed-out culture. We are surrounded by masses of human brokenness, urged on and tricked by the Deceiver, and as men further oppose God, the suffocating darkness deepens. But the Millennium will be glorious precisely because God will flip this order on its head. Satan will no longer rule, and God's government will no longer be rejected.

Revelation 20:1-3 describes Satan's future binding, when he will not be permitted to deceive the nations for the duration of the Millennium. We have no frame of reference for what life will be like for humankind without the constant spiritual pressure, the unending broadcast of falsehood and rebellion against God. For the first time in human history, the Devil will not be whispering in man's ears to do it his way.

Some have speculated that the binding and sealing of Satan means that sin will not occur during the Millennium, but that is not the case. The pulls of the flesh exist wherever there is flesh, and those pulls always—eventually—break out in sin (see James 1:14-15). Even the apostle Paul observed that nothing good dwelled in his flesh and that he had sin and evil indwelling simply by virtue of having flesh (Romans 7:18-23). He nowhere suggests that the solution to indwelling sin is to bind Satan. It is not until man becomes spirit that he puts on incorruptibility (I Corinthians 15:42-54).

Scriptures show that people will be sinning during the Millennium. Ezekiel's vision shows the priests making sin offerings during that time (see Ezekiel 40-46), and Zechariah 14:18-19 prophesies that some nations will sin by choosing not to attend the Feast of Tabernacles. Christ will rule with a rod of iron precisely because that is how carnal—sinful—people must be ruled (Revelation 2:27; 12:5; 19:15).

Even though Satan's binding will not destroy carnality and sin, consider how much easier it will be for humans to make right decisions when he is not continually receiving the persuasions of the Serpent. What an incredible blessing that will be!

Why Must Satan Be Released?

Revelation 20:3

The prophesied release of Satan after the Millennium teaches us significant lessons. God says, “For I am God, and there is no other; I am God, and there is none like Me, declaring the end from the beginning, and from ancient times things that are not yet done” (Isaiah 46:9-10). What Satan does after he is released is history written in advance. His deceptions and warmongering are the future, recorded thousands of years before they happen.

This fact is remarkable to consider. Mankind desires to know the future; we look to news analyses and weather forecasts to glimpse an idea of what lies ahead so we can respond appropriately. We use such indicators to prepare for the future or perhaps to work to change the course of events.

What is astounding is that the Adversary also knows the Scriptures, and he sees his future written in advance. This reality provides vivid testimony of Satan's nature—that he simply will not change, even knowing how disastrous the end will be for him. The advance knowledge makes no difference. So, in addition to God giving Satan his freedom so he can commit his final rebellion, a second reason He must release him is to provide us with this final, powerful lesson about the Serpent's nature.

When God releases Satan, the Deceiver does what he has always done. Even after a thousand years of stasis, his nature remains unchanged. After a millennium of reflecting on his plight, calculating his ideal course of action, and contemplating his spiritual navel, as it were, he reaches the conclusion he started with: He knows better.

Maybe he will not be aware of the peace and prosperity as it blooms outside the pit, but when he is released, he will be able to see that goodness and abundance with his own eyes. Yet even with all the years of mankind under Christ, living the best that people can live, and all the good humanity will produce in cooperation with God, Satan will emerge, discount the evidence, and continue to act in the way that seems best to him, even though it destroys the lives of others.

Isaiah 14 reveals this attitude when it speaks of Helel ascending, exalting his throne, and trying to become the Most High. His image of self-perfection is written in stone. In his heart, he is convinced that he deserves more and better than God gave him.

Why Must Satan Be Released?

Revelation 20:7-9

We shake our heads at this most wretched of creatures, and rightfully so, for his existence is miserable. His removal will bring relief to the whole earth because even without making anybody sin, his presence always spawns turmoil. His fruits are always chaos, sin, misery, and destruction.

But before we become self-satisfied, consider substituting the phrase “carnal human nature” for Satan in Revelation 20:7-9. When our carnal nature is released, it immediately does what it has always done. Our carnality retains the spiritual image of Satan, and in type, it always produces the same things, even though we, too, have been told the end in advance!

Therefore, one reason Satan must be released is to remind us that even as our Adversary never changes, human nature is always ready to choose spiritual blindness. In Revelation 20:7-9, the nations fall for the deceptions, just as Eve did because Satan easily manipulates the natural inclination of the human heart toward self-centeredness. It hears the siren song of getting more, of asserting itself over others, and it begins dancing to the tune.

Satan's spirit permeates this world, and it works in those who disobey, as Paul writes in Ephesians 2:1-3. Such was our condition before God regenerated us and endued us with His Spirit. However, the indwelling of God does not mean that our former selves have been banished. Thus, the epistles urge us to put off the works of the flesh, the hidden things of darkness, and the old man. Corruption will remain until the day of our resurrection or change when we finally put on incorruption. Until then, we wrestle with the law of sin and death at work in our members, struggling to keep our old man bound in chains.

But when we let down, we release our old man for a little while. Like Satan, he goes to war against God and man just as soon as his chains slacken. What remains of Satan's image in us is ever-ready to spring forth and risk all the spiritual abundance we have received.

Once let loose, our old man resists God. He bends the truth or even lies boldly for camouflage, self-preservation, or self-advantage. He radiates pride, antagonism, competition, selfish ambition, and unflinching confidence in his own rightness, even if it means God Himself would be wrong. He challenges God's sovereignty in his thoughts, perhaps in his words, and even in conduct.

Our old man has no problem using people for his own ends—even sacrificing them like Satan does the nations—because his ends always justify his means. Just as Satan gambles that he can skirt the consequences that always fall, our old man also bets that it will be different for us and the consequences the Bible foretells will not happen. God recorded the effects of sin for us millennia ago, yet when we are in the moment, we still convince ourselves that His Word is not absolute—that all those bad things will never happen to us. Yet Revelation 20 tells us—just as it tells Satan—where those choices lead. We, too, know the result of sin, for it is written in advance.

Once the generation of those who live through the Day of the Lord dies, no human will have ever experienced Satan's broadcast. Think about having a 1,000-year history when nation will have never lifted up sword against nation, never learned how to make war. The nations will reap the abundance of Christ's rule, especially the blessing of peace.

Despite this, human nature in the nations will cast aside everything they have achieved because it believes it can have more, even though “having more” will mean opposing God's perfect will. Their human nature will wager that attacking is better than submitting.

As a test for the nations in the four corners of the earth, God releases Satan so those who are inclined to listen to him can be separated from those who listen to God, as chaff is separated from wheat. The Almighty finally judges the Adversary for his never-ending opposition, and He will judge the nations who follow the Deceiver for choosing to heed his poisonous message. Clearly, Satan is the instigator of the rebellion, but the root problem is human nature's unchanging proclivity to find common cause with his self-centeredness. If mankind possessed the character and heart of Jesus Christ, the Devil's fiery darts would have nothing to hit.

While Satan's influence and work amplify the perversity of human nature, carnality is a malignant force on its own. The real solution to sin is to replace human nature entirely with God's nature—one that is incorruptible, will not follow Satan's urgings, and will never become another adversary of God. This is what God is doing, and when the divine purpose has been fully worked out, nothing will ever again defile the Eternal's magnificent creation.
