He that hath clean hands, and a pure heart; Who hath not lifted up his soul unto falsehood, And hath not sworn deceitfully.

Amplified® Bible
He who has clean hands and a pure heart, who has not lifted himself up to falsehood {or} to what is false, nor sworn deceitfully.

Contemporary English Version
Only those who do right for the right reasons, and don't worship idols or tell lies under oath.

He that hath blameless hands and a pure heart; who lifteth not up his soul unto vanity, nor sweareth deceitfully:

Those who are pure in act and in thought, who do not worship idols or make false promises.
