The transgression of the wicked saith within my heart, There is no fear of God before his eyes.

Amplified® Bible
TRANSGRESSION [like an oracle] speaks to the wicked deep in his heart. There is no fear {or} dread of God before his eyes.

(For the music leader by David, the LORD's servant.) Sinners don't respect God; sin is all they think about.
