It is another one of those, in my humble opinion, that should read something like this: "Naphtali is a free running deer, who later gave birth to fawns of the fold." In other words, the tribe loves its freedom but later settled down and became domesticated. The sense is that they are a very restless people who found what satisfied them and then they stayed put.
