And her gates shall lament and mourn; and she shall be desolate and sit upon the ground.

And [Jerusalem's] gates shall lament and mourn [as those who wail for the dead]; and she, being ruined {and} desolate, shall sit upon the ground.

The city will mourn and sit in the dirt, emptied of its people.
