The people thought that they were murmuring against Moses and Aaron. Moses said, "No, you are murmuring against God." The people did not think that. But they did not see God in the same way that Moses did. Moses saw God ruling over His creation. He understood that he was God's servant. When you complained against Moses you were really complaining against God. The way that Moses interpreted it was that if God wanted something done differently then He probably would have moved Moses to act differently.
