He is describing parallel behavior. Everybody knows what God did to Sodom, and God is saying to Jerusalem, "You are just as bad as Sodom ever was! That is your sister to the south. And to the north is your sister Samaria. You are just as bad as they were, and you know what happened to them. They are gone! I wiped them out!" Verse 47 is classic, though. He says:
