Excerpted from: The Sixth CommandmentThe principle here covers injury not only when it might be determined as a "chance-occurrence" death, but also involved what may be termed "death by accompanying negligence." In other words, it reveals a different judgment when the temper of the killing animal or the defective equipment was known. Verse 28 covers an "out-of-the-blue" occurrence—truly an accident. In such a case, the animal was put to death, but the owner is free and clear. What is interesting here is that this clearly shows than an animal receives the death penalty following the same overall principle found in Genesis 9:6. However, if the animal was known to be dangerous, both the animal and his owner were put to death.
