Excerpted from: The Appointed Weeks of PentecostIf this is correct, then notice what took place on the next day—the feast day. The giving of the law comprises chapters 20—23. We will pick up the story in Exodus 24:
Verse 4 gives us a time marker. The giving of the law was on one day, and then Moses “rose early in the morning,” it says, built an altar, and ratified the covenant. Thus, the Feast of Weeks may not have been when the law was given, but when the covenant was made. It was made after 7 weeks of following God in the cloud, and of evaluation, which they didn’t exactly pass with flying colors.
But those 7 weeks were a perfect span of time that portended something momentous and, all things considered, incredibly merciful: A covenant with their Creator and Deliverer. And true to His word, Moses and the people worshipped God on the same mountain on which He originally met with Moses.
To top it off, the 70 elders saw God. It says that twice. They ate and drank in His presence. They had a feast—it was a feast day—and they saw the God of Israel. It was an incredible conclusion of the perfectly appointed weeks that came before. This was basically a wedding feast when Israel was married to God by making the covenant.

Excerpted from: Freedom and ResponsibilityIn Exodus 24:3—this occurred whenever Israel made the Old Covenant with God at Mount Sinai—it says they all responded with one voice to God's proposal with this declaration: "All the words the Eternal has said, we will do." Their agreement was then solemnized by blood. Thus, in a somewhat like-manner to marriage, they pledged to respond to each other according to the terms of the agreement. (The "each other" were the Israelites and God.) Similarly, when we are baptized, we enter into the New Covenant with God, which is solemnized by Christ's blood. When we do that, we are solemnly pledging by means of repentance, faith in Jesus Christ's sacrifice, and by the witness of our baptism according to the terms of the New Covenant, to respond to God by giving our lives as living sacrifices in order that, as new creations, we might be formed into the image of Jesus Christ.

Excerpted from: Baptized in the SeaSo, being under the cloud—and maybe even partially engulfed or covered by it—was like being immersed in it. It was just in a gaseous form, rather than in a liquid form like we are (in a pond, or a pool, or whatever it happens to be). Thus, by following Moses through the sea—and later across the wilderness—all Israel committed themselves to follow Moses and God, as I said before. And this foreshadows their agreement in Exodus 19:8; 24:3, where they said, "All the words which the LORD has said we will do." This was just a physical way of meaning the same thing. They decided, "Moses is our leader. We'll follow him." At least they thought that way until Mt. Sinai. Then they wanted to have Aaron make a golden calf, but that is another thing altogether.

Excerpted from: God's Sea of Glass (Part 2)It is interesting that, four times in this context, "all these words" is mentioned. We see there the importance of the Word of God and how it impacts us. We have here a description of the marriage covenant of Israel to God. The people agree to live according to "all these words." They promised to live by the word of God.
Moses, Aaron and his sons, and seventy of the elders partake in what the peace offering (mentioned in verse 5) signifies: fellowship and spiritual union in the presence of God.
