Thou wentest forth for the salvation of thy people, For the salvation of thine anointed; Thou woundest the head out of the house of the wicked man, Laying bare the foundation even unto the neck. Selah.

Amplified® Bible
You went forth {and} have come for the salvation of Your people, for the deliverance {and} victory of Your anointed [people Israel]; You smote the head of the house of the wicked, laying bare the foundation even to the neck. Selah [pause, and calmly think of that]!

Contemporary English Version
to rescue your people and save your chosen one. You crushed a nation's ruler and stripped his evil kingdom of its power.

Thou wentest forth for the salvation of thy people, For the salvation of thine anointed; Thou didst smite off the head from the house of the wicked, Laying bare the foundation even to the neck. Selah.
