The passage quoted is Isaiah 42:1-4 "a very free reproduction of the Hebrew with occasional side glances at the Septuagint" (Bruce), possibly from an Aramaic collection of Testimonia (McNeile). Matthew applies the prophecy about Cyrus to Christ.
