There is joy (ginetai xara). More exactly, joy arises. Futuristic present of ginomai (cf. estai in verse Luke 15:7).
In the presence of the angels of God (enwpion twn aggelwn tou qeou). That is to say, the joy of God himself. The angels are in a sense the neighbours of God.
