23 for aall have sinned and fall short of the glory of God,  
24 being justified1 freely aby His grace bthrough the redemption that is in Christ Jesus,  
25 whom God set forth aas a propitiation bby His blood, through faith, to demonstrate His righteousness, because in His forbearance God had passed over cthe sins that were previously committed,  
26 to demonstrate at the present time His righteousness, that He might be just and the justifier of the one who has faith in Jesus.

Boasting Excluded

27 aWhere is boasting then? It is excluded. By what law? Of works? No, but by the law of faith.  
28 Therefore we conclude athat a man is justified by faith apart from the deeds of the law.  
29 Or is He the God of the Jews only? Is He not also the God of the Gentiles? Yes, of the Gentiles also,
30 since athere is one God who will justify the circumcised by faith and the uncircumcised through faith.  
31 Do we then make void the law through faith? Certainly not! On the contrary, we establish the law.

Romans 3:25

Romans 3:25 Whom God hath set forth [to be] a propitiation. Christ was publicly shown forth as a MERCY SEAT (a Propitiatory). As God of old met Israel at the mercy seat when the blood of the atonement was offered (Exodus 30:6), so Christ on the Cross is our mercy seat. There we meet God who comes to us then in tender mercy, to declare his righteousness, to show it to us, in bestowing righteousness upon us in forgiving out past sins. This system of forgiveness, or righteousness through the cross of Christ, is the righteousness without law predicted by the Law and the Prophets.
