Although he may understand the letter of God's law, as the ancient Israelites did, he cannot come to see, accept, and apply the spirit of God's Law without the Holy Spirit.
In Romans 7:14; 8:7, Paul says God's Law is spiritual and that the carnal (i.e., the fleshly, the unconverted) mind is not subject to the Law and cannot be.
