Rejoice (xairein). Present active infinitive of xairw, absolute or independent use of the infinitive as if a finite verb as occurs sometimes (Robertson, Grammar, pp. 1092ff.). Literally here, "Rejoicing with rejoicing people, weeping with weeping people."
