Wherefore tongues are for a sign, not to them that believe, but to the unbelieving: but prophesying `is for a sign', not to the unbelieving, but to them that believe.

Thus [unknown] tongues are meant for a [supernatural] sign, not for believers but for unbelievers [on the point of believing], while prophecy (inspired preaching and teaching, interpreting the divine will and purpose) is not for unbelievers [on the point of believing] but for believers.

Contemporary English Version
Languages that others don't know may mean something to unbelievers, but not to the Lord's followers. Prophecy, on the other hand, is for followers, not for unbelievers.

So that tongues are for a sign, not to those who believe, but to unbelievers; but prophecy, not to unbelievers, but to those who believe.
