1 Timothy 1:15
Compare all
13 although aI was formerly a blasphemer, a persecutor, and an1 insolent man; but I obtained mercy because bI did it ignorantly in unbelief.
14 aAnd the grace of our Lord was exceedingly abundant, bwith faith and love which are in Christ Jesus.
15 aThis is a faithful saying and worthy of all acceptance, that bChrist Jesus came into the world to save sinners, of whom I am chief.
16 However, for this reason I obtained mercy, that in me first Jesus Christ might show all longsuffering, as a pattern to those who are going to believe on Him for everlasting life.
17 Now to athe King eternal, bimmortal, cinvisible, to God dwho alone is wise, ebe honor and glory forever and ever. Amen.

I Timothy 1:15-16

Paul does not mean here that he was the first one who was shown God's mercy. He means that in order of priority, in order of what occurred to him. In other words he is saying, "I was the greatest of all sinners, and what Christ did for me is greater than He did for any other person." That is the way he looked at it.
