Herein is love, not that we loved God, but that he loved us, and sent his Son `to be' the propitiation for our sins.

Amplified® Bible
In this is love: not that we loved God, but that He loved us and sent His Son to be the propitiation (the atoning sacrifice) for our sins.

Real love isn't our love for God, but his love for us. God sent his Son to be the sacrifice by which our sins are forgiven.
