The New English Bible renders Leviticus 19:17-18, "You shall reprove your fellow countryman frankly and so you will have no share in his guilt," or, "you shall go to your neighbor with the problem. The phrase not suffer sin upon him literally means, "that you may not participate in his sin. We incur guilt by not going to our brother to correct the situation, and we do him hurt.
From Today's English Version: "Do not bear a grudge against anyone, but settle your differences with him so that you will not commit sin because of him [the sin of resenting him]. Do not take revenge on anyone or continue to hate him, but love your neighbor as your self."

Excerpted from: Breaking the Chain Through ForgivenessIn this verse, God gives us the problem and the solution. The first one is you shall not take vengeance. Is God saying we cannot engage in the act of vengeance? That is kind of self-explanatory.
But He takes it a step further by saying, "nor should you even bear a grudge," which is something that occurs in the mind and heart. In other words, God is saying you should not act on it or even have it in your mind. God ends this statement by telling us what we need to do to avoid sinning. He tells us, "you shall love your neighbor as yourself." This requires you to lower yourself below your neighbor in humility, which takes godly character to love them regardless of the offense.

Excerpted from: 'But I Say to You' (Part Seven): Love Your EnemiesNotice here in the construction of this verse that the phrase "children of your people" is parallel to your neighbor. So he is talking about fellow Israelites here. It is very clear that he is not going beyond Israel at this point, but he is saying that you have to love your fellow Israelites as yourself. Not take vengeance on them, not bear any grudge against them, but treat them pleasantly, kindly, and show love toward them. That is where Jesus gets this and pulls it right out of the law there in the book of Leviticus.

We have your people/neighbor; brother/neighbor; children of your people/your neighbor; neighbor, brother, children of your people are all used synonymously and it is all written to those who have made the covenant with God. So right in the context, the command is given to the people of God, those who were fellow covenant makers and were obeying the laws of God.
