God is talking about the building of His house wherein He dwelt—the tabernacle. When the tabernacle was erected, then God inhabited it, and then they would bring the offerings to Him there, not out in some field right inside the border. They had to wait until God designated a place through the leader (probably Joshua) as to where that place was going to be.
