Now Paul quotes from Exodus 9:16, where God foretells that Pharaoh would be used to proclaim God's power. He uses this to show that salvation is God's proper work, not men's. God's judgment on Pharaoh's sin was to harden his heart, thereby confirming his disobedience and ensuring that the consequences of his rebellion would be his own punishment.
