Why is that? He will be a sanctuary to whom? Those who trust in Him. What was the problem with Israel and Judah? They never trusted Him. They were faithless scumbags, pardon my French. They did not have it in them to trust in Him. And so He became a rock of stumbling for them, a trap and a snare. And they came under His wrath and both of those kingdoms fell.
