Without1 understanding,
Who have eyes and see not,
And who have ears and hear not:
‘Will you not tremble at My presence,
Who have placed the sand as the bbound of the sea,
By a perpetual decree, that it cannot pass beyond it?
And though its waves toss to and fro,
Yet they cannot prevail;
Though they roar, yet they cannot pass over it.
“Let us now fear the Lord our God,
aWho gives rain, both the bformer and the latter, in its season.
cHe reserves for us the appointed weeks of the harvest.”

What Does Jeremiah 5:22 Mean?
Jeremiah 5:19-26
The Isrealites were choosingto forsake the relationship established through the Old Covenant. Why? Because they had a defiant and a rebellious heart! "Revolting" and "departing" indicates a conscious choosing.
How is this fault going to be overcome? By changing the nature of the party making the New Covenant, so that the flaw is removed. In Hebrews 8:10, Paul says that the reason for making the New Covenant is so God's law can be written in the heart.
