38 So it shall be on Aaron’s forehead, that Aaron may abear the iniquity of the holy things which the children of Israel hallow in all their1 holy gifts; and it shall always be on his forehead, that they may be baccepted before the Lord.

40 a“For Aaron’s sons you shall make tunics, and you shall make sashes for them. And you shall make1 hats for them, for glory and bbeauty.
41 So you shall put them on Aaron your brother and on his sons with him. You shall aanoint them, bconsecrate them, and sanctify them, that they may minister to Me as priests.
42 And you shall make afor them linen trousers to cover their1 nakedness; they shall reach from the waist to the thighs.

Exodus 28:40
All of these verses describe the head-gear of both the high priest and the ordinary priests. In Exodus 28:40, the term applied not only to Aaron, the immediate sons, but to all ordinary priests that followed in the office of priests.
