Compare the different classes addressed, "wives," Ephesians 5:22; little children, I John 2:18; "all," I Peter 3:8; I Peter 5:5. He says here "all," for the Hebrews whom he addresses were not all in one place, though the Jerusalem Hebrews are chiefly addressed.
