Numbers 3:11

9 And ayou shall give the Levites to Aaron and his sons; they are given entirely to1 him from among the children of Israel.  
10 So you shall appoint Aaron and his sons, aand they shall attend to their priesthood; bbut the outsider who comes near shall be put to death.”  
11 Then the Lord spoke to Moses, saying:
12 “Now behold, aI Myself have taken the Levites from among the children of Israel instead of every firstborn who opens the womb among the children of Israel. Therefore the Levites shall be bMine,  
13 because aall the firstborn are Mine. bOn the day that I struck all the firstborn in the land of Egypt, I sanctified to Myself all the firstborn in Israel, both man and beast. They shall be Mine: I am the Lord.”

14 Then the Lord spoke to Moses in the Wilderness of Sinai, saying:
15 “Number the children of Levi by their fathers’ houses, by their families; you shall number aevery male from a month old and above.”

Numbers 3:6-13

At this time the Levites replaced the firstborn sons in regard only to direct duties at the tabernacle. However, this did not end the practice of the dedication of the firstborn. It continued on, but the firstborn’s tabernacle duties were limited. However, their leadership responsibilities to their family and local community continued right on apart from the tabernacle, or later the temple. God just shifted the responsibility away from the directly religious to family and community responsibility. They were to take leadership positions in those areas.

Numbers 3:11-13

In Numbers 3:11-13, God appointed the tribe of Levi to be His servants, to be His priests. There was no need for Israel to sacrifice their firstborn to God. He had the tribe of Levi.
