28 Thus you shall also offer a heave offering to the Lord from all your tithes which you receive from the children of Israel, and you shall give the Lord’s heave offering from it to Aaron the priest.
29 Of all your gifts you shall offer up every heave offering due to the Lord, from all the1 best of them, the consecrated part of them.’  
30 Therefore you shall say to them: ‘When you have lifted up the best of it, then the rest shall be accounted to the Levites as the produce of the threshing floor and as the produce of the winepress.
31 You may eat it in any place, you and your households, for it is ayour reward for your work in the tabernacle of meeting.  
32 And you shall abear no sin because of it, when you have lifted up the best of it. But you shall not bprofane the holy gifts of the children of Israel, lest you die.’ ”

Numbers 18:30-31

So here we see that reward is salary; this is what I am giving you, your pay if you will; your reward for working in the service of the Temple. Deuteronomy 27 says that cursed is the (hitman) man who has been given a reward to kill someone. Deuteronomy 32 says that when God judges He will pay His enemies their reward. In Psalm 40, David prays for his enemies to receive the reward of desolation. Psalm 58 says the righteous will rejoice when they see God’s vengeance against the wicked so that a man will say, “Truly there is reward for righteousness.”

Numbers 18:25-32

In verse 27 where He talks about the Levites, I imagine this, along with Numbers 18:25-32 was the inspiration for Mr. Armstrong's decision to institute what we call "tithe of the tithe." Numbers 18:25-32 was a tithe that the Levites paid themselves, and it went, I believe, to the priests. I am not sure about that. I should have studied into it a little bit more, but it is called in the New King James "the tithe of the tithe." They received the tithes of the people, and then ten percent went to the priests.
