20 ^aBehold, He struck the rock,
So that the waters gushed out,
And the streams overflowed.
Can He give bread also?
Can He provide meat for His people?”

21 Therefore the Lord heard this and ^awas furious;
So a fire was kindled against Jacob,
And anger also came up against Israel,

22 Because they ^adid not believe in God,
And did not trust in His salvation.

23 Yet He had commanded the clouds above,
^aAnd opened the doors of heaven,

24 ^aHad rained down manna on them to eat,
And given them of the¹ bread of ^bheaven.

25 Men ate angels’ food;
He sent them food to¹ the full.

26 ^aHe caused an east wind to blow in the heavens;
And by His power He brought in the south wind.

Psalms 78:22

Because they believed not in God - They did not believe in his power, or in his promises.

And trusted not in his salvation - In his power and his willingness to save. They had had abundant evidence of that power, but they still doubted his ability to save them, notwithstanding all that he had done for them.
