Because they are innumerable,
And more numerous than ^bgrasshoppers.

24 The daughter of Egypt shall be ashamed;
She shall be delivered into the hand
Of ^athe people of the north.”

25 The Lord of hosts, the God of Israel, says: “Behold, I will bring punishment on¹ Amon of ^aNo, and Pharaoh and Egypt, ^bwith their gods and their kings—Pharaoh and those who ^ctrust in him.

26 ^aAnd I will deliver them into the hand of those who seek their lives, into the hand of Nebuchadnezzar king of Babylon and the hand of his servants. ^bAfterward it shall be inhabited as in the days of old,” says the Lord.

27 “But^a do not fear, O My servant Jacob,
And do not be dismayed, O Israel!
For behold, I will ^bsave you from afar,
And your offspring from the land of their captivity;
Jacob shall return, have rest and be at ease;
No one shall make him afraid.

28 Do not fear, O Jacob My servant,” says the Lord,
“For I am with you;
For I will make a complete end of all the nations
To which I have driven you,
But I will not make ^aa complete end of you.
I will rightly ^bcorrect you,
For I will not leave you wholly unpunished.”

The multitude of No - Rather, Amon of No. Ammon or Jupiter-Ammon was the first of the supreme triad of Thebes. He was the deity invisible and unfathomable, whose name signifies "the concealed." No-Amon, is the sacred city of Thebes, the capital of Upper Egypt. First then Yahweh' s anger falls upon the representatives of the highest divine and human powers, Amon of No and Pharaoh. It next punishes Egypt generally, and her gods and her kings, for each city had its special divinity, and inferior rulers were placed in the several parts of the country. Finally, Pharaoh is again mentioned, with "all who trust in him," i. e., the Jews, who had made Egypt their confidence and not God.
