13 These are of one mind, and they will give their power and authority to the beast.

14 ^aThese will make war with the Lamb, and the Lamb will ^bovercome them, ^cfor He is Lord of lords and King of kings; ^dand those who are with Him are called, chosen, and faithful.”

15 Then he said to me, ^a“The waters which you saw, where the harlot sits, ^bare peoples, multitudes, nations, and tongues.

16 And the ten horns which you saw on the beast, ^athese will hate the harlot, make her ^bdesolate ^cand naked, eat her flesh and ^dburn her with fire.

17 ^aFor God has put it into their hearts to fulfill His purpose, to be of one mind, and to give their kingdom to the beast, ^buntil the words of God are fulfilled.

18 And the woman whom you saw ^ais that great city ^bwhich reigns over the kings of the earth.”

Where the harlot sitteth (ou h pornov kaqhtai). Relative adverb ou (where) referring to the waters (udata) of verse Revelation 17:1 on which the harlot sits. Present middle indicative of kaqhmai.

Are peoples, and multitudes, and nations, and tongues (laoi kai oxloi eisin kai eqnh kai glwssai). The O.T. uses "waters" as symbol for "peoples" (Isaiah 8:7; Jeremiah 47:2; Psalms 29:10, etc.). "Rome's greatest danger lay in the multitudes which were under her sway" (Swete).
